Julian Pierce, a year-old Lumbee Indian who was running against the Robeson County district attorney for Superior Court judge, was gunned down Saturday at his home. State law says if a candidate dies 30 days or more after the filing period closes, the opposing candidate is declared the winner.
His father was not home at the time. Both men were from Pembroke.
Neither Goins nor Chavis had prior criminal records, other than minor traffic violations. He got mad and he killed him.
The Lumbee Indians, who are native to the region, are not a federally recognized tribe. Chavis was being held at the Robeson County Jail. He had gone to the house after eluding police who tried to arrest him.
Commissioners in the troubled county had urged the appointment of a special prosecutor to investigate the killing because of fears it was racially linked. The sheriff said Chavis ed a confession that Goins, who had worked as a security guard in Raleigh, was the triggerman in the slaying.
Goins felt Pierce had something to do with it.
